After this dealer accepted the money, he started not answering or answering only with sms via whasapp, he owes me the VAT refund since the car was sold outside the EU. After 4 months of delay, I received a message saying that he was unable to give me the VAT Return, without any document or any verification from the responsible German authorities. Even thought I have all necessary documents, includin Exit of EU document, customs of Kosovo, also document of proving registration of my car.
